Romania Has Reopened For Tourism – All 2021 Entry Requirements

Updated for 2021. Romania has officially reopened its borders for tourism, allowing not just tourists from EU nations, but has removed the entry ban on foreign arrivals as of June 1, 2021.

Romania started to first relax border restrictions in June 2020, but mostly to neighbouring countries and a few low-risk EU nations. Then throughout the remainder of 2020 and early 2021, the nation was more restricted due to rising cases throughout all of Europe. Now as of spring/summer 2021, Romania is starting to reopen a 2nd time and is gradually removing restrictions.

Which countries can travel to Romania?

Romania has developed a ‘Green, Yellow and Red’ categorization of countries that have different entry requirements based on risk.

Green nations: No tests or quarantines

Yellow nations: 72-hour PCR test -OR- a 14-day quarantine.

Red nations: 14-day quarantine.

*Being fully vaccinated and/or recently recovered (14-180 days) will circumvent tests/quarantines.

Residency or Location Based Entry?

Entry rules into Romania are based on location for the past 14 days. Passengers who are residents in high-risk RED countries (over 3 infections per 1000 in the last 14 days) but who have spent the last fourteen days in a YELLOW or GREEN country may enter under the covid-entry rules of the YELLOW or GREEN country.

Mask Rules for Romania

Masks are currently required for indoor public spaces by anyone over 5 years of age.

The outdoor mask requirement was dropped May 15, 2021

Romania’s Vaccine Rules For Entry 

Romania has lifted all travel restrictions for tourists who have been fully vaccinated with an EU-approved vaccine. Previously, all incoming travelers had to quarantine for 14 days but a recent announcement by Romanian authorities states that travelers who have been vaccinated against Covid-19 will bypass the quarantine. 

Travelers will need to wait a minimum of 10 day after their second/final shot of the Covid-19 vaccine before traveling to Romania.

i am traveling to Romania soon from south Africa. it says quartine for 14 Days. do i have to quartine at a government quartine place or can i quartine at friend house?

We believe the quarantine is not a government quarantine but is done at a private residence, hotel of your choice, etc. We are unsure if it can be done with other people in the dwelling.

What about Kenya and all of the other countries in Africa? They are not on the list and the text says that all other countries that are not named are considered to be green. Surely not??

Hello, i dont think this information is correct (even though it is what their official government websites say). I just travelled from Vietnam via Qatar, both of which are Green countries, and have been made to quarantine for 14 days in Romania. I had a negative covid test but it still made no difference. The border offices said that only EU countries on the Green list have no restrictions. For the other countries you need proof of vaccine or proof of recovery from covid. Hope this helps.

@ceb, At an Airbnb - they made me fill in a small form with address and a phone number. They didnt give any guidance on quarantine rules and didnt ever check to make sure i obeyed the quarantine. It all seemed fairly relaxed, but i did come from a country that has had very few covid cases.

We have to go by what their government site says, but traveling during this time can bring many unforeseen events and different situations at the border. We've had travelers enter from green nations without quarantine, but there could be a myriad of reasons why your situation was different. However, thank you for sharing your personal experience!
