Updated for 2021. Romania has officially reopened its borders for tourism, allowing not just tourists from EU nations, but has removed the entry ban on foreign arrivals as of June 1, 2021.
Romania started to first relax border restrictions in June 2020, but mostly to neighbouring countries and a few low-risk EU nations. Then throughout the remainder of 2020 and early 2021, the nation was more restricted due to rising cases throughout all of Europe. Now as of spring/summer 2021, Romania is starting to reopen a 2nd time and is gradually removing restrictions.
Which countries can travel to Romania?
Romania has developed a ‘Green, Yellow and Red’ categorization of countries that have different entry requirements based on risk.
Green nations: No tests or quarantines
Yellow nations: 72-hour PCR test -OR- a 14-day quarantine.
Red nations: 14-day quarantine.
*Being fully vaccinated and/or recently recovered (14-180 days) will circumvent tests/quarantines.

Countries with a ** are based on having variants and not necessarily the cumulative case rate.

All other countries not listed under the RED and YELLOW lists are considered ‘GREEN’.
Residency or Location Based Entry?
Entry rules into Romania are based on location for the past 14 days. Passengers who are residents in high-risk RED countries (over 3 infections per 1000 in the last 14 days) but who have spent the last fourteen days in a YELLOW or GREEN country may enter under the covid-entry rules of the YELLOW or GREEN country.
Mask Rules for Romania
Masks are currently required for indoor public spaces by anyone over 5 years of age.
The outdoor mask requirement was dropped May 15, 2021
Romania’s Vaccine Rules For Entry
Romania has lifted all travel restrictions for tourists who have been fully vaccinated with an EU-approved vaccine. Previously, all incoming travelers had to quarantine for 14 days but a recent announcement by Romanian authorities states that travelers who have been vaccinated against Covid-19 will bypass the quarantine.
Travelers will need to wait a minimum of 10 day after their second/final shot of the Covid-19 vaccine before traveling to Romania.
