The land border between the United States and Mexico is closed to non-essential traffic but U.S. and Canadian citizens may cross the border if they are returning home.
There are no restrictions on air travel into Mexico.

Most Mexican states are currently operating at 30% capacity to allow for social distancing as per the national guidelines.
Beaches are open for tourists at most resorts but some states have kept their public beaches closed.

Air travel to Mexico was never completely halted. There is a wide variety of flight options available from major cities in the U.S. and Canada.

According to the New York Times, Mexico is battling one of the worst coronavirus outbreaks in the world, with more than 52,000 confirmed deaths, the third-highest toll of the pandemic.
As of August 11th, 2020, there have been 492,522 confirmed cases of Covid-19 according to John Hopkins University.
