Mexico Will Remain Open For Tourism With No Testing Or Vaccine Passports

Since the pandemic started in 2020, Mexico has had some of the easiest entry requirements in the world for tourists which has brought in tens of millions of visitors over the past year. The President of Mexico has announced that the entry requirements will stay the same and proof of vaccinations will not be required for entry.

Mexican President Andres Manuel Lopez Obrador announced at a press conference in Mazatlán that the country will not introduce a vaccine passport or require visitors to show proof of vaccination.

“We will not require that type of proof whatsoever,” Obrador stated. “I want to be very clear about that.”

The President also mentioned protests that have erupted in Europe over the use of vaccine passports and was therefor against implementing them in Mexico.

Currently, the only entry requirement to enter Mexico during the pandemic is to fill out an online form declaring that visitors are free from symptoms of Covid-19.

The Tourism Minister of Mexico, Miguel Torruco Marques stated that Mexico expected over 20 million tourists during the month of July and August. Despite skyrocketing cases of Covid-19 in hotspots such as Los Cabos, Puerto Vallarta, Cancun and Mazatlán, no additional entry requirements have been enacted on international arrivals.

Mazatlán Requires Proof of Vaccination

The announcement by the Mexican President may throw a wrench into Mazatlán’s current proof of vaccination policy.

This week, the Director of Mazatlán’s Civil Protection, stated that all residents and visitors must present proof of vaccination or a negative test no older than 8 days old to enter restaurants, hotels and shops. While city and state officials may enact their own prevention measures of dealing with Covid-19, the messaging between the President and local officials may cause mass confusion trying to enact the policy.

Cancun Does Not Require Proof of Vaccination

Last week, local media outlets reported that the entire state of Quinatana Roo which includes the tourism hotspots of Playa Del Carmen, Tulum and Cancun would require proof of vaccination to enter businesses.

The Quintana Roo Tourism Board later clarified that the new rules would not apply for visitors but additional screening measures for employees in the hospitality sector would go into effect. These measures include proof of vaccination and constant Covid-19 testing of employees.

Cancun Will Not Close Says State Secretary Of Health

While visitors will not face additional measures arriving at the Cancun International Airport, the area is seeing skyrocketing case amid the surge in tourism. The Cancun Hard Rock Hotel has committed the entire top 2 floors for patients who have tested positive for Covid-19.

Roberto Cintrón, President of the Cancun Hotel Association said that it was mostly locals who were being infected and not tourists.

“It is important to highlight that infections are occurring among local youth,” he said. “We have enough hospital beds for them, if necessary. But it is not happening among tourists.”

Puerto Vallarta Announces Local Restrictions

The Governor of Jalisco announced new restrictions on Wednesday including closing all bars and nightclubs in Puerto Vallarta. Cases of Covid-19 are rising quickly due to the highly contagious Delta variant. In order to help curb the number of cases, the Governor announced that restaurants must close by midnight and capacity would be limited to 50%.

U.S. Land Border With Mexico Closed For Non-Essential Traffic

While the U.S. government has extended the land border closure with Mexico until August 21st, this does not prevent American tourists from flying to Mexico. Millions of American tourists have visited Mexico during the pandemic to enjoy the easy entry requirements, close proximity and direct flights from every major city in the US.

Mexico might get get a lot more than visitors, I think a lot of people are thinking of permanently relocating themselves and their businesses to Mexico, thanks to their sane policies - in comparison to Europe, at least.

The land border closure between the US and Mexico needs clarification. In practice, there is no closure. The closure only applies to tourists. All one need to declare is that the purpose of the visit to the US is for business. Also, when going from the US to Mexico, there is no verifications.
