Many of the countries in this list only allow vaccinated travellers therefore they can't be classed as open for business whilst discrimination is still there in my opinion.

To the best of my knowledge different countries have had their own vaccine requirements since well before my earliest overseas trip as a baby in 1960, depending on what diseases they are needing to keep under control in their country.
The U.S. has its own vaccine requirements for people coming from other countries. It's common sense.
